  1. Introduction Wireless mission-critical communication standards have significantly evolved over the last 20 years. Rooted in legacy, analogue and conventional systems, based on years of use and experience, two dominating narrow-band mission-critical standards have emerged, Tetra and P25 (Project 25), which are trunking and digital, with most implementations being IP based. Over the time, based on end-user inputs, many mechanisms were introduced in the area of access control (including radio link access), prioritisation, quality of service and preemption, which proven to be critical in congested network scenarios. In such systems, an emergency call must always go through, no matter how loaded is the network, but on the other hand, it should also be capable to effectively serve hundreds or even thousands of first responders operating in a relatively small (few cells) geographical area. As there is a common agreement across standard organisations, user community, governments and regulators [18, 5, 4, 3], that the next generation of these networks will be LTE based, it is valuable to assess how capable is this 4G standard comparing to the narrow-band LMR ones. This paper is structured as follows. - In Section 2 we outline the most significant differences between LMR systems, which were often owned and operated by the Public Safety Agency (PSA ) and LTE based solutions that may be private, but may also be on top of the commercial carrier network, or allow a roaming into such a network. We also provide a short overview of where the congestion may occur in LTE networks. - In Section 3 we shortly describe a selection of typical incident types (scenarios), from the perspective of first responder communication needs that may often lead to network congestion.
